  4.     "The S in FSX stands for sucker," jeered Alan Dixon of
  5. Illinois. Decrying Japan's conquest of "industry after
  6. industry," West Virginia's Robert Byrd said, "We have to send
  7. a message to our own wimpy diplomats that we're not going to
  8. take it lying down anymore." Despite such rhetoric in last
  9. week's floor debate, the Senate approved the joint U.S.-Japan
  10. FSX jet-fighter project, provided the President agrees to an
  11. accompanying resolution that would clip its wings slightly. The
  12. Byrd amendment requires that U.S.-based General Dynamics get 40%
  13. of the estimated $6 billion project, the portion that includes
  14. confidential American jet-engine technology, while Japan's
  15. Mitsubishi Heavy Industries would get the rest.

  17.     Bush thinks such caveats are unnecessary and could still
  18. scuttle the program. Republicans are calling the Byrd
  19. resolution a "sour-grape amendment" from those Democrats who
  20. lost the vote to kill the whole deal. But the Senate vote, 72
  21. to 27, provided a large enough margin to override a veto.
  22. Whether the plane ever takes off or not, the Japan-bashing
  23. rhetoric remains in full flight.
